Non-Competitive Promotion (NCP) Qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have at
least one year of permanent competitive or 55-b/55-c service in a clerical, keyboarding or paraprofessional qualifying title. If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, or eligible to
transfer to this title under Section 70.1 of the Civil Service Law.
70.1 Transfer:
For 70.1 transfer to a Program Aide, SG-13, you must have one year of permanent competitive service in an approved title allocated to SG-11 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties
Assists with Bureau Programmatic Activities (Personnel/Engagement)
- Assist in recruitment activities, i.e., scheduling interviews, checking references, etc.
- Reconcile all interview notes and hiring documentation for completed staffing nominations.
- Maintain electronic filing system of staffing appointments via FileNet.
- Upload post-appointment documentation documents into FileNet within two weeks of appointment.
- Maintain and update Personnel Unit electronic folders, to include scanning.
- Provide phone/mail coverage and forward correspondence to appropriate staff as needed.
- Central canvass – canvass/code Civil Service lists/resume submissions for RS central canvass titles. Work with the lead for the central canvass, schedule interviews and receive documentation related to the central canvass. Documents are reviewed for accuracy and completeness and posted to the appropriate request to fill folder within three days of receipt. Candidates are contacted for follow-up information as needed.
- Organize, process, and track employee performance related documentation for the division.
- Review, evaluate and analyze reports and documents specific to the program as assigned.
- Assist in the planning of employee engagement and/or employee recognition initiatives, offering input, feedback, and logistical support as requested.
- Act as backup to other Program Aides in the bureau.
- Other duties, as assigned.

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
